Protocols of the Elders of Zion은 러시아에서 Okhrana (비밀경찰)을 위해서 만든 위조문서이다. 이것은 유대인을 소련의 병으로 비난한다. 이것은 1897년 개인적으로 인쇄되었다가 1905년에 대중화가 되었다. 이것은 19세기의 소설에 복사되어 포함되었으며 유대인들의 비밀조직이 이 세상을 지배하려 한다고 주장했다.

기본 이야기는 독일의 소설가와 반유대교로서 Sir John Retcliffe라는 가명을 사용하고 있는 Hermann Goedsche에 의해서 만들어졌다. Goedsche는 그의 아이디어의 주요한 부분은 다른 작가인 Maurice Joly의 "마키아벨리와 몽테스키외의 지옥에서의 대화"라는 나폴레옹 3세에 반대하는 것을 목적으로하는 소름끼치는 계획과 연관있는 책에서 훔쳐온 것이다. Goedsche는 유대인들이 세계를 정복하기 위해서 계획을 세운다고 끼워넣었다. 러시아 사람은 러시아판으로 번역된 Goedsche의 소설을 상당히 많이 이용했다. 이 책은 러시아에서는 따라 따로 Protocols 라는 제목으로 출판되었고 이것이 권위가 있다고 주장했다. 이들의 목적은 정치적이었다. 짜르 니콜라스 2세의 적들이 전세계를 정복하려는 대규모음모의 일부분과 연결되어있다고 폭로함으로써 짜르의 위치를 강화시키려는 것이었다. 그러므로 Protocols은 표절된 소설을 위조한 것이다.

Protocols 은 위조된 것임이 밝혀졌다. 이는 1921년 런던 타임스의 특파원인 Philip Grave와, The Truth About "The Protocols of Zion": A Complete Exposure 라는 책의 Herman Bernstein에 의해서 드러났으며 이 책은 노만 콘의 소개글이 포함되서 개정판(Ktav Publishing House, New York,1971)이 나왔다. 이 책말고 The Jewish Bogey and the Forged Protocols of the Learned Elders of Zion (London : Press Committee of the Jewish Board of Deputies,1920)의 Lucien Wolf도 같은 내용을 다루고 있다.

Protocols 은 미시간Protocols 은 헨리 포드가 소유한 Michigan newspaper에서도 출간되었다. 이것이 위조된 것임이 밝혀진 다음에도 포드의 신문은 이 문서를 인용했다. 아돌프 히틀러는 나중에 Protocols 을 2차대전당시 유대인들을 멸종시키려는 시도를 정당화하는데 사용했다.

Protocols 사기극에 아직도 사람들을 속고 있으며 일부의 사람들이나 단체에 의해서 "그들의 모든 걱정의 원인"으로 인용되고 있다.
